29th March, 1881.

Governor

Sir George F. Bowen, G.C.M.G.,

to

The Right Honourable

The Earl of Derby

1

• Naval Defence Force- Respecting a proposed

One Enclosure.

P.S. March 31. - Since the above was

written, Admiral Sir W. Dowell has

sent me a copy of his letter to the

Admiralty, which I enclose. I observe

that he mentions that the Colony

should procure a Gunnery Instructor from the "Excellent" at its own expense. It would hardly be fair to put the

entire cost of passage on the Colonial Treasury, which already pays a heavy Military Contribution. The Gunnery Instructor

should be sent out free, in a man-of-war

or transport proceeding to Hong Kong
